Q: Is the wing thickness included in the fuselage height for partially faired or non-faired wing installations?

A: Yes.  It would be difficult for the judges to determine (and measure) where the theoretical fuselage surface is for cases where the wing locally protrudes from the fuselage.  For ease in measurement verification, any protruding portion of the wing will be included in the fuselage height measurement.
